"RotateLayer" Property Page

"RotateLayer" component is similar to "ControlLayer" component, but the former can rotate.
gauge.SetValue("RotateLayer1", 0) -> gauge.SetValue("RotateLayer1", 20)

The subcomponents of "RotateLayer" component don’t allow SetValue operation. For example, for a pointer like "RotateLayer" component subcomponent, gauge.SetValue("Pointer1", 20) is disabled.
